Dad Charged with Vehicular Homicide After He Backed Over His Son While Driving High

A toddler is dead after his father accidentally ran over his son with his car while he was reportedly high.

Jesse James Bullard was 23 months old when he was tragically killed after his dad accidentally backed over him while pulling out of his driveway. The father, Issac Bullard, has since been charged with driving under the influence of drugs, vehicular homicide, child abuse, and careless driving causing death, according to People.

Police have also filed additional charges against Bullard after they found 79 marijuana plants on the property. Those additional charges included possession with the intent to manufacture and/or distribute marijuana 50 lbs or greater, unlawful manufacture of marijuana concentrate and special offender.

According to the Canon City Daily Record, the accident occurred on January 22, just before 11:00 a.m. A neighbor’s surveillance cameras captured the incident, which occurred at the father’s house in Canon City, Colorado. According to police, the video shows the father “backing over” the young boy.

“The footage showed Issac’s truck returning at about 10:47 a.m. The footage showed Issac picking [his son] up, getting into the truck and leaving,” according to the arrest affidavit which was obtained by the Canon City Daily Record.

According to The Mountain Mail, Issac admitted to running his son over, as well as being high at the time of the incident. Jesse’s mom, Tamlin Bullard told KKTV 11 News, “Once again, Issac put marijuana in front of his family. He threw away his marriage to pursue his dream; now his actions of illegal activities has cost us our child.”

Bullard said that her son changed people’s lives. “I just wish that Isaac’s would have changed because of him. But it didn’t.” She continued:

“Jesse was, he was just the most amazing boy you’ve ever met. Anyone walking beside him, anyone who didn’t know him, his smile would just warm your soul. He was just the most amazing boy you’ve ever met. He loved everything. He loved nature. He loved animals. He was a man’s boy. I think that God brought him to us to bless our lives for such a short time. Then he [God] realized he was just too perfect for this cruel world and brought him home.”

Bullard then vowed to make sure her son’s story is known. A GoFundMe account has been set up for the family, to help raise money for funeral costs. Jesse was laid to rest on January 30.
