On November 9, Hillsborough police were called to a road in Montgomery Township, New Jersey after someone reported a mom with a disabled motor vehicle. The call was made around 7:40 in the morning.

According to CBS NY, the call was reportedly made by a tow truck driver who asked the driver if she was okay. According to Robert Long, the father of the tow truck driver, his son is very shaken up about the discovery.

“He was shook up. He said he found a lady in the ditch and said he asked her if she was all right and she said no, I think. And then he seen the babies and then he called the cops right away,” Long said.

Also inside the vehicle were her two children, 7-year-old Samantha Ross and 10-month-old Paul Ross. Both of the children were secured in a booster seat and a baby seat in the back of the vehicle.

In a statement issued by the prosecutor’s office, officers “observed that the children were also bound and restrained. Both the young boy and girl were pronounced dead at the scene.

Their official cause of death has not yet been determined. Autopsies are pending. The prosecutor’s office also declined to reveal a motive but did say the initial investigation found their mother to be responsible for their untimely deaths.

Investigators believe Samantha and Paul Ross were killed around 2:00 p.m. on Monday, November 8. Chou was also taken to a local hospital. Once she is cleared, she will be held at Somerset County Jail.

Chou has officially been charged with two counts of first-degree murder. According to neighbors, the mom and her children often kept to themselves.

“I never saw any sign of her being a bad mom,” one of her neighbors, Austen Wang-Bailey told CBS NY. “Why did she do that?” Another neighbor, Helen Bailey added. “I never even saw the little boy. I understand he was a beautiful little boy. The girl, she was a beautiful little girl. The cutest little thing.”

However, while they never noticed anything, Wang-Bailey admits police have been to Chou’s home before. “Over the years, I had seen some, like, police cars would come occasionally. We never knew what any of that was about,” Wang-Bailey said.
